Egypt and China put AI, telecom and technology transfer at the centre of their next partnership
As Presidents Abdel Fattah El-Sisi and Xi Jinping mark 70 years of diplomatic relations, Egypt is putting telecommunications, artificial intelligence and advanced technology among the priorities for the next phase of cooperation with China.

Egypt and China are looking to deepen their technology relationship, with telecommunications, artificial intelligence and space sciences identified as priority areas for technology transfer in the next phase of their strategic partnership.
The technology focus comes as Chinese President Xi Jinping visits Egypt on 1 September and the two countries mark 70 years of diplomatic relations.
In a signed article published to mark the anniversary, President Abdel Fattah El-Sisi wrote that cooperation between the two countries extends to promoting technology transfer in telecommunications, artificial intelligence and space sciences, which he described as key priorities for economic and technological development and promising avenues for expanding cooperation in the next phase of the strategic partnership.
For Egypt's technology sector, however, the relationship is not starting from zero. A series of agreements signed with Chinese technology companies in 2024 already put AI, semiconductors, cloud computing, data centres, fibre optics and telecom manufacturing on the bilateral technology agenda.
The question now is how much of that planned cooperation moves from agreements into implementation.
Technology becomes part of the next phase
President Xi's visit comes as Egypt and China seek to deepen the Comprehensive Strategic Partnership the two countries established in 2014.
In the same article, El-Sisi identified advanced industries as an important area for additional Chinese industrial investment, listing electric vehicles, energy-storage batteries, renewable energy, electronics, components for seawater desalination plants, shipbuilding and other advanced industries. Technology transfer in telecommunications, AI and space sciences was identified separately as another priority.
On the Chinese side, President Xi published his own signed article in Egyptian newspapers, saying China stands ready to deepen its comprehensive strategic partnership with Egypt and calling for deeper exchanges and cooperation in areas including education, tourism, science and technology, health, sports and archaeology.
Together, those statements put technology firmly within the next stage of bilateral cooperation.
What has actually been announced in 2026?
This distinction is essential, and it belongs near the top rather than the end.
The September 2026 statements reviewed by Cairo Stream identify telecommunications, AI and space sciences as priorities for expanding technology cooperation, and call in general terms for deeper science and technology cooperation. As of publication, Cairo Stream had not identified an official Egyptian or Chinese government announcement of a new technology-sector agreement, investment figure or named project signed during the visit.
The technology fund, Arabic large language model, proposed cloud operation, chip-design centre and telecom manufacturing plans described below originate from memoranda of understanding announced in 2024. They are included here because they show the existing foundation on which the next phase of cooperation could be built — not because they were agreed this week.
The AI relationship already has a concrete foundation
One of the most ambitious technology agreements between Egypt and China was announced in September 2024, on the sidelines of the Forum on China-Africa Cooperation summit, where Prime Minister Mostafa Madbouly witnessed the signing of five ICT memoranda of understanding.
Egypt's Information Technology Industry Development Agency (ITIDA), Telecom Egypt and the Applied Innovation Centre signed a memorandum of understanding with Tsinghua Unigroup (Egypt) covering several major technology initiatives.
Among them, according to ITIDA, was the establishment of a $300 million technology fund to facilitate investments by Chinese companies in Egypt.
Importantly, this was announced as part of a 2024 memorandum of understanding. It should not be interpreted as a new $300 million investment announced during President Xi's September 2026 visit, and ITIDA's announcement did not publish a breakdown of who would contribute the capital.
An Arabic large language model
The same 2024 memorandum included collaboration with the Applied Innovation Centre of the communications ministry to develop an open-source Arabic large language model.
That is particularly significant as countries increasingly look to develop AI systems capable of understanding languages and local contexts that may be underrepresented in global AI models. Arabic presents its own technical challenges because of the language's dialects, morphology and the differences between Modern Standard Arabic and everyday speech.
A locally developed or adapted Arabic model could therefore have applications in government services, education, enterprise software and other Arabic-language digital services. Egypt has since moved in that direction domestically with Karnak Chat, its Arabic-language model.
The agreement positioned AI development as more than simply importing existing technology. It included the possibility of building some of the underlying capability inside Egypt.
Semiconductors enter the picture
The 2024 Tsinghua Unigroup memorandum also included establishing an electronic chip design and system design research and development centre in Egypt.
Semiconductor manufacturing is one of the most capital-intensive industries in the world, and the agreement did not announce the construction of a semiconductor fabrication plant in Egypt. The proposed activity focused on chip and system design.
That distinction matters. Chip design can still create highly specialised engineering jobs and intellectual property without requiring the enormous investment needed to construct a leading-edge fabrication facility. For Egypt, developing expertise in design could provide an entry point into a much larger global semiconductor supply chain — an ambition also visible in the incentives Egypt has attached to semiconductor and electronics exports.
Data centres and cloud infrastructure
The 2024 memorandum further included setting up a Unigroup cloud operation in Egypt.
That connects directly with another major trend in Egypt's technology sector: growing demand for domestic digital infrastructure. AI systems, cloud platforms, government digital services and enterprise applications all depend on data-centre capacity, as Cairo Stream's reporting on Egypt's data-centre build-out has tracked.
As Egypt attempts to position itself as a regional digital hub, data centres increasingly sit at the intersection of telecom infrastructure, cloud computing and AI. Any progress on proposed Chinese cloud and data-centre investment would therefore be important to watch.
China is also involved in Egypt's telecom manufacturing ambitions
The technology relationship extends beyond software and AI. The five ICT agreements announced by ITIDA in September 2024 involved several major Chinese technology companies.
The memorandum with Wuhan FiberHome International Technologies covered establishing a local manufacturing facility for fibre cables and telecom terminal devices, an R&D centre, and a telecom technologies training centre to develop engineering capabilities in mobile and fixed networks.
The agreement with ZTE, signed with ITIDA and the National Telecommunication Institute, covered manufacturing selected ZTE products in Egypt with local partners — including fixed network terminals and optical distribution network products — and cooperating with the institute on establishing two training laboratories.
The Hengtong memorandum, signed with Telecom Egypt, the National Telecommunication Institute and ITIDA, covered a local fibre-optic cable manufacturing facility, a joint venture with Telecom Egypt for passive access infrastructure, specialised training programmes and fibre-optics equipment for WE Schools, and an academy with the institute for training on fibre-optic communication technologies.
Huawei Technologies (Egypt) agreed with ITIDA to increase the number of professionals at its technical support centre in Egypt from 800 to 1,400, launch a Huawei Egypt development centre, train 1,500 professionals in disciplines including cloud computing and generative AI, and support start-ups and small businesses using its cloud resources.
Taken together, the agreements show that Egypt-China technology cooperation already extends across several layers of the digital economy: AI, semiconductor design, cloud, data centres, fibre optics, telecom equipment and skills. Huawei is also already a working technical partner to Egypt's network operators; it took part in Egypt's upper 6 GHz mobile trial with Telecom Egypt in 2026.
Why localisation matters
There is an important difference between importing technology and developing technology capability locally.
Egypt's stated strategy increasingly emphasises localisation. That can mean manufacturing telecom equipment domestically, training Egyptian engineers, creating R&D operations, developing software locally or building cloud and data-centre capacity inside the country — the approach behind Egypt's electronics manufacturing localisation push.
El-Sisi's emphasis on technology transfer during the current Egypt-China engagement fits directly into that approach. For Egypt, the long-term value of Chinese technology investment will therefore depend not only on the amount of capital invested but also on how much engineering expertise, manufacturing capacity and intellectual property is developed locally.
Where the telecom layer stands today
The domestic context for any telecom technology transfer is a network that is still being built out. All four mobile operators now offer 5G services, with coverage expanding rather than uniform, as set out in Cairo Stream's review of where 5G works in Egypt and the reference guide to 5G and spectrum.
Locally manufactured fibre cable, optical distribution products and fixed-network terminals would feed directly into that build-out. That is the practical test of whether telecom technology transfer reaches Egyptian networks rather than remaining a line in a memorandum.
The next question: implementation
Egypt and China have already established a broad technology cooperation agenda. Now the important question is execution.
Will the proposed technology investment fund become operational? Will the planned cloud and data-centre infrastructure be built? How far will local telecom manufacturing progress? Will an open-source Arabic large language model move into practical applications? And will semiconductor design become a meaningful new engineering sector in Egypt?
Those are the developments that will determine whether the technology relationship moves from memoranda and strategic statements into infrastructure, companies, jobs and products.
President Xi's 2026 visit puts technology back near the centre of the bilateral relationship. For Egypt's technology sector, however, the next milestone will not be another statement of intent. It will be what gets built.
