Egypt Moves to Build Its First Sovereign AI Data Center With $1 Billion Expansion Plan

Vodafone Business, Elsewedy Electric and Cassava Technologies have partnered to establish major data-center infrastructure in Egypt, beginning with 20 MW of capacity and a planned expansion to 200 MW, alongside what the partners describe as Egypt's first sovereign AI data center.

CAIRO — Egypt is moving to expand its artificial-intelligence and data-center infrastructure through two announced partnerships involving Vodafone Business, Elsewedy Electric and Cassava Technologies.

The companies have agreed to establish Africa Data Centres Egypt, a new data-center venture expected to begin with 20 megawatts of capacity during its first three years, with a longer-term plan to scale to as much as 200 MW.

Egypt's Ministry of Communications and Information Technology witnessed the signing of the agreements, according to a government announcement published by the State Information Service.

The government and companies describe the first phase as expected to attract approximately $200 million in foreign direct investment. They say total investment could reach $1 billion if the project reaches its planned 200 MW capacity. Those figures describe a first-phase expectation and a longer-term target, not money already invested.

A separate sovereign AI project

Alongside the Africa Data Centres Egypt agreement, Vodafone Business and Cassava Technologies announced a separate partnership to develop what they describe as Egypt's first sovereign AI data center, also referred to by Cassava as a national AI factory.

The planned facility is intended to let advanced AI applications and computing workloads operate locally in Egypt. Cassava says the project will use NVIDIA accelerated-computing technology and offer GPU-as-a-Service, allowing organizations to access high-performance computing resources without building and operating their own GPU infrastructure.

Neither announcement says the AI facility is already operating or that the planned NVIDIA systems have been deployed in Egypt. No opening date or specific location was announced in the primary sources reviewed by Cairo Stream.

What does sovereign AI mean?

The term “sovereign AI” refers here to AI computing and data infrastructure operated locally, allowing organizations to host and process workloads and data within Egypt rather than depending entirely on infrastructure overseas.

It does not mean Egypt will manufacture all the hardware domestically or operate independently of foreign technology. The planned facility itself depends on computing technology supplied through NVIDIA's ecosystem.

For Egypt, local infrastructure could become increasingly important as demand grows for cloud computing, artificial intelligence, high-performance computing, data storage, enterprise digital services and government digital services.

The government has linked the announcements to strengthening Egypt's ability to host and process data locally and to its ambition to become a regional technology and digital-services hub.

The project starts at 20 MW

Cassava Technologies brings data-center and cloud infrastructure experience across Africa and access to NVIDIA's accelerated-computing ecosystem.

The partners say the combination is intended to serve both Egyptian organizations and international companies seeking data-center capacity in the region.

Egypt's growing data-center ambitions

The announcements come as Egypt seeks a larger role in regional digital infrastructure. Its geographic position between Europe, Asia and Africa has made it an important connectivity hub, while submarine cables, telecom networks and cloud infrastructure are creating additional demand for local data centers.

The relationship between connectivity and computing is direct. The new Sharm El Sheikh–Taba subsea cable is one example of the international transmission infrastructure on which cloud and AI facilities depend.

Egypt's challenge is to turn announced capacity and investment plans into operational infrastructure and attract enough demand to support expansion beyond the first phase.
