Egypt targets chip design, not chip fabrication, with new export incentives

Egypt's IT industry development agency announced a seven-year incentive programme in May 2026 covering exports of semiconductor design, electronics and embedded systems services, delivered through the country's existing export development framework.

The scope matters more than the headline. The programme addresses design services — engineering work sold to clients abroad — rather than semiconductor fabrication.

Design versus fabrication

A leading-edge fabrication plant costs tens of billions of dollars and requires an ecosystem of specialist suppliers, ultra-pure water and uninterrupted power. Design work requires engineers, licensed software tools and reliable connectivity. Only one of those is a realistic near-term proposition for Egypt.

Why Egypt has a case here

Global semiconductor firms have run design centres in Egypt for years, employing engineers on verification, physical design and embedded software. The incentive extends a real existing activity rather than attempting to create one.

The constraint is people

Design capacity scales with experienced engineers, and experienced engineers are globally mobile and highly paid. An incentive that reduces the cost of exporting services does nothing about retention. University pipelines and salary competitiveness will determine whether the programme grows headcount or simply improves margins on existing work.
