Who regulates Egyptian telecoms, and what they actually control

Coverage of Egyptian telecoms often blurs two distinct institutions. The Ministry of Communications and Information Technology sets national policy and runs the state's digital programmes. The National Telecommunications Regulatory Authority issues licences, manages spectrum, and publishes market indicators.

Licensing and spectrum

Operator licences define what services a company may sell and under what obligations. Spectrum assignments define the physical resource it may use to deliver them. The two are issued separately, which is why a market can complete a licensing round — as Egypt did with 5G authorisations — and still require a later spectrum release to make those licences useful.

Consumer-facing rules

Number portability, SIM registration, service quality obligations and complaint handling all sit with the regulator. For readers, the practical point is that disputes with an operator have a defined escalation path beyond the operator's own customer service.
