Explainer: how Egypt licensed 5G in 2024, and why deployment is the hard part

This is a Cairo Stream explainer. The licensing events it describes took place in 2024 and are not new developments.

Egypt's 5G licensing was completed in two phases during 2024. Telecom Egypt received its licence in January 2024, reported at $150m. On 7 October 2024 the National Telecommunications Regulatory Authority signed second-phase agreements with Vodafone Egypt, Orange Egypt and e& Egypt; the four 15-year licences together were reported at about $675m.

With licensing settled in 2024, the regulatory question that had dominated discussion of Egyptian mobile networks for several years gave way to an engineering and capital question that is still being answered.

Backhaul is the bottleneck

A 5G radio site is only as useful as the transmission behind it. Sites served by microwave links built for earlier generations cannot deliver the throughput 5G radios are capable of, so operators must extend fibre to the mast before the upgrade produces a visible difference for users.

That work is slow, permit-dependent and unevenly distributed. It is the main reason 5G performance in any market varies street by street rather than city by city.

Spectrum came later

Licences and spectrum are separate instruments. The frequencies released in the February 2026 award — covered in our report on the market's largest spectrum deal — determine how much traffic those 2024 licences can carry once sites are upgraded.

What to watch

Watch for site activation figures, the share of masts connected by fibre, and independent quality measurements. Marketing coverage maps are not evidence; regulator-published indicators and repeatable field testing are.
