Egypt and Cisco sign AI cooperation letter to support national digital strategy
Egypt's communications ministry and Cisco have signed a letter of intent focused on expanding artificial intelligence across government and priority sectors, building AI skills and supporting the implementation of Egypt's National AI Strategy.

Egypt's Ministry of Communications and Information Technology has signed a letter of intent with Cisco Systems aimed at expanding the use of artificial intelligence across government and other priority sectors.
Prime Minister Mostafa Madbouly witnessed the signing on Tuesday, 1 September 2026, according to the State Information Service. The ceremony was attended by Minister of Communications and Information Technology Raafat Hindi, Cisco Chairman and Chief Executive Chuck Robbins, and Cisco Executive Vice President and Chief People, Policy and Purpose Officer Francine Katsoudas.
The agreement focuses on cooperation around Egypt's priority national digital initiatives and support for the implementation of the country's national AI strategy, set out in the second edition of Egypt's National Artificial Intelligence Strategy.
It is an important distinction, however, that the document is a letter of intent. The announcement does not describe a finalised procurement contract, an investment commitment or a specific AI infrastructure project. It establishes a framework for Egypt and Cisco to explore areas where the company's technology and expertise could support the country's AI ambitions.
What Egypt and Cisco plan to work on
According to the official announcement, the cooperation will draw on Cisco's global expertise and solutions to explore opportunities to support the adoption and scaling of AI solutions across government and priority sectors.
The stated objectives include enhancing service delivery, improving operational efficiency and supporting decision-making. The announcement also refers to exploring opportunities to drive innovation, economic diversification and productivity through AI-powered initiatives, and to strengthening national capabilities in AI — including skills development, institutional capacity building and expanding AI applications in Egypt.
The agreement therefore extends beyond simply deploying individual AI tools. Skills, institutions and the ability of government bodies to adopt AI are also part of the proposed cooperation.
Government services are a central focus
One of the clearest themes in the announcement is the use of AI in government.
Following the signing, Madbouly affirmed the state's commitment to expanding the implementation of digital initiatives that would develop greater capabilities and skills among young people in various technological fields. He said this supports the state's drive toward digital transformation and expanding the use of AI across numerous sectors, with the aim of improving the quality of government services provided to citizens.
That places the Cisco agreement within a broader question facing governments worldwide: how artificial intelligence moves from experimental projects into everyday public-sector operations. Egypt's existing service delivery already runs through the Digital Egypt platform, which is where any practical government AI layer would eventually have to be felt by citizens.
Possible applications of AI in government can range from automating administrative processes to analysing large datasets and supporting decision-making. However, the 1 September announcement does not identify specific government departments or individual AI applications that will be deployed under the cooperation.
Building Egypt's AI capabilities
Another important component is skills development. The cooperation will explore ways of strengthening national AI capabilities through specialist skills and institutional capacity building.
That matters because deploying AI at scale requires more than purchasing software. Organisations need engineers, developers, data specialists, cybersecurity professionals and employees who understand how AI systems should be integrated into existing operations. Egypt has been building that base through its national digital skills programmes.
Hindi said the cooperation reflects the ministry's commitment to strengthening partnerships with major global companies and benefiting from their expertise to accelerate the adoption of AI solutions, supporting the state's efforts to build a competitive digital economy based on digital innovation and advanced technologies. He added that cooperation with Cisco would help expand AI applications, develop government services, promote innovation and build a pool of specialised talent.
Where Cisco fits
Cisco is best known for networking and enterprise infrastructure, but its portfolio increasingly intersects with the infrastructure required to operate AI workloads, including networking, security, data-centre technology and enterprise software.
For Egypt, the potential value of the partnership is therefore not simply access to AI applications. The broader question is how AI can be integrated into the digital infrastructure already supporting government and enterprise systems — including the domestic capacity tracked in Cairo Stream's reference guide to data centres in Egypt. The letter of intent leaves the specific technologies and projects open for further development.
What the agreement does not announce
The wording of the announcement is important. Egypt and Cisco have not announced a new AI data centre, a specific investment amount or a completed nationwide AI deployment as part of this letter. Nor does the announcement identify a timetable for individual projects.
The parties have instead established their intention to cooperate and explore opportunities. That means the next important development will be whether the letter of intent turns into specific implementation agreements, projects or investments.
Egypt is moving from AI strategy toward implementation
Egypt has spent recent years developing a broader policy framework around artificial intelligence and digital transformation, including governance work through the national AI council and its responsible-AI guidelines and locally built AI systems such as the Karnak Arabic language model.
The Cisco agreement suggests that the next phase will increasingly involve partnerships with technology companies capable of helping institutions implement those policies.
That shift matters. Publishing an AI strategy defines priorities. Building the infrastructure, skills and institutional capabilities necessary to use AI determines whether those priorities become operational.
The 1 September agreement does not answer all of those implementation questions. But it does provide another indication that Egypt is seeking to move AI from policy documents into government and economic applications.
What happens next?
The most important thing to watch is whether the cooperation produces specific projects. Those could include particular government AI deployments, training programmes, infrastructure projects or additional agreements with defined budgets and implementation timelines.
Until those details are announced, the Cisco agreement should be understood for what it is: a framework for cooperation rather than a completed AI deployment.
That distinction does not make it insignificant. It makes the next stage more important. If the cooperation develops into concrete projects, it could provide an early indication of how Egypt intends to translate its National AI Strategy into technology used by government institutions and other priority sectors.
For Egypt's AI ambitions, the question is increasingly moving from what the strategy says to what actually gets built.
