Egypt widens its AI council to cover quantum and other emerging technologies

Egypt's cabinet expanded the remit of the National Council for Artificial Intelligence in January 2026, widening its mandate to include quantum and other emerging technologies rather than artificial intelligence alone.

Machinery-of-government changes attract little attention but determine a great deal. A council's mandate decides which ministry drafts a regulation, which body is consulted before a decision, and where an industry takes a problem.

What a council does and does not do

A national council of this type coordinates. It does not license, enforce or allocate budget on its own authority. Its influence comes from convening ministries and from owning the strategy documents that later justify spending decisions.

Why folding quantum in makes sense on paper

AI and quantum computing share dependencies: specialist research capacity, compute infrastructure, export-controlled hardware and a small pool of qualified people. Consolidating oversight avoids two parallel strategies competing for the same scarce inputs.

The risk of breadth

The opposite risk is dilution. A body responsible for everything emerging can end up owning nothing specific. The test is whether the expanded council publishes dated, measurable commitments rather than broad statements of ambition.
