Biometric verification arrives in Egypt's online government services

Egypt introduced biometric identity verification into digital government services during 2026. The Interior Ministry launched a mobile application in February 2026 that uses biometric verification to authenticate users of online government services, and a separate biometric verification service for electronic signature providers was reported in August 2026.

The common purpose is to replace in-person identity confirmation with an on-device check, so that a service that previously required attendance can be completed remotely.

The convenience case

Egypt's e-government portfolio has grown steadily, but a large share of services still terminated in a physical visit for identity confirmation. A working biometric check removes that step, which is where most of the time cost sits for citizens.

The questions that follow

Biometric systems raise three durable issues. Where are templates stored, and are they held on the device or centrally? What is the fallback when verification fails, and is it accessible to people whose biometrics do not read reliably? And what legal basis governs the processing?

The third question now has an answer in Egyptian law. Biometric data is sensitive personal data under the Personal Data Protection Law, and its processing is subject to the executive regulations covered in our report on Decree 816 of 2025.

Why fallback design decides fairness

No biometric system reads every person reliably. Manual labour, age and disability all affect fingerprint quality. A system without a functioning non-biometric route excludes exactly the people most dependent on the service.

Watch for published detail on template storage, documented alternative verification routes, and whether the regulator confirms these deployments comply with the data protection framework.
